September by decision
Status as of Sep 28, 2026 4 events disputed, due Oct 9 5 events lacked carrier arrival times
The evidence behind every detention, layover and reconsignment charge on Hollowell Paper Products loads in September 2026, set out before the charge is billed, so each event is accepted or disputed on the record. Prepared by the Quartzline Freight account coordinator for Bettina Kowalczyk, Transportation manager at Hollowell, and Hollowell accounts payable. Marcus Ellery, Key account manager, decides whether each charge is billed, absorbed or disputed. Priyanka Raghunathan, Operations manager, validates the facts. Issued Thursday, October 1, 2026, from records checked on Monday, September 28, 2026.
Twenty-seven accessorial events were raised on Hollowell loads in September, worth $9,840 in all: 19 detention, 5 layover and 3 reconsignment. The bars show where each one stands. Sixteen were billed and accepted, 4 are disputed, 3 were absorbed by Quartzline for $1,120, and 4 await a decision.
Evidence before billing
A charge is only as good as the papers behind it. For each event the pack holds the appointment time, the carrier timestamps, the agreement terms and the messages exchanged, and it names any gap before the charge is billed. Evidence was complete before billing on 20 of the 27 events. Seven had a gap. Five of those lacked a carrier arrival timestamp, because the carrier reported its arrival by phone and nobody recorded the time.
Events with evidence complete before billing: 20 of 27
"A charge with a gap in it is a conversation. A charge with the carrier time, the gate log and the agreement clause attached is usually a signature."
Marcus Ellery, Key account manager, Quartzline Freight
The four disputed events
The table lists the four disputed September events with the load, the amount and the evidence status. All four are owned by Marcus Ellery and all four are due on Oct 9. Read the Evidence column first: Complete means every item for that event type is attached, and Gap means one item is still missing and named in the record.
| Record | Load | Event | Plant | Amount | Evidence | Why it is disputed |
|---|---|---|---|---|---|---|
| Detention at the north plant dock | QF-31872 | Detention | North plant | $260 | Complete | Bettina disputes the dock appointment time. Carrier timestamps show 6 hours on site, so 4 billable hours at $65 after 2 free hours. |
| Detention on the afternoon pickup | QF-31955 | Detention | North plant | $390 | Complete | Bettina disputes the plant ready time. Carrier timestamps and the plant gate log agree on 8 hours on site, so 6 billable hours at $65. |
| Layover after a missed appointment | QF-32018 | Layover | Other plant | $350 | Gap | One carrier timestamp is missing. The plant gate log is the proposed evidence, and Bettina agreed gate logs count under the agreement. |
| Reconsignment of a delayed load | QF-32071 | Reconsignment | North plant | $480 | Complete | The delivery address changed after pickup. Bettina disputes whether the change came before pickup. The change email and the carrier invoice are attached. |
The four records add up to $1,480 (a sum of the four amounts in the table). They are the open slice of September. The other 23 events are billed and accepted, absorbed, or in the separate group of four that still await a decision.

From carrier arrival to billing
The path is the same for every event, and billing waits for the shipper's response. The steps below show it for the four events still awaiting a decision; the 16 accepted events have already been through it.
| Step | Who | What happens |
|---|---|---|
| 1 | Carrier | Sends the arrival and departure timestamps |
| 2 | Quartzline operations | Checks the evidence against the agreement |
| 3 | Quartzline operations | Passes the pack to Marcus Ellery with any gap named |
| 4 | Marcus Ellery | Decides bill, absorb or dispute, and records the reason |
| 5 | Marcus Ellery | Sends the evidence pack for the charge to Bettina Kowalczyk |
| 6 | Bettina Kowalczyk | Accepts or disputes the charge, with the reason |
| 7 | Marcus Ellery | Sends the approved charge to Quartzline finance for invoicing |
| 8 | Quartzline finance | Invoices Hollowell |
Where the pack stands
Evidence was complete before billing on 20 of 27 events. The five gaps in carrier arrival timestamps are the reason the count is not higher.
